이 글은 미셸 슈발리에의 ‘지중해 시스템’ 기획을 살펴본다. 생시몽의 유럽 공동체 기획을 지중해 중심의 지구적 공동체 기획으로 확장하는 ‘지중해 시스템’은 철도를 비롯한 사회기반시설로 구성되는 물질적 네트워크와 은행이 대표하는 정신적 네트워크를 수단으로 동양과 서양의 보편적 연합 유토피아를 건설하려는 생시몽주의의 고유한 미래 전망이다. 생시몽 역시 영국과 프랑스 민족이 주도하는 유럽 공동 의회를 중심으로 정치적 조직 수립을 통한 산업 네트워크 수립하고자 했다. 슈발리에는 산업을 뚜렷하게 정치 전면에 내세우며 생시몽주의 교리에 따라 유럽과 비유럽을 통합하는 거대 서사 ‘보편적 연합’을 시대적 변화를 반영하는 ‘철도 네트워크’가 중심이 되는 커뮤니케이션 네트워크로 실현하고자 했다. 슈발리에 기획은 이후 서구인의 식민과 제국을 포함하는 지중해 활동에 많은 영감을 제공했다.

This article examines Michel Chevalier’s idea of the ‘System of the Mediterranean’. Expanding from Saint-Simon’s European Community plan to a Mediterranean-centered global plan, the the ‘System of the Mediterranean’ envisions a community composed of material networks such as railways and social infrastructure, as well as spiritual networks represented by banks. The unique, futuristic saint-simonian project seeks to build a utopia of universal association of the Orient and the Occident. Saint-Simon aimed to establish an industrial network through a political organization of the European Union, led by the England and the France, whereas Chevalier prominently emphasized the industrial aspect in the political forefront, with the goal of realizing the grand narrative of the ‘Universal Association’ that integrates Europe and non-Europe. This vision reflects the era through a communication network centered around the ‘railway network’. Chevalier’s plan provided significant inspiration for Mediterranean activities, including the colonization and empire-building endeavors of European powers.
